			<content:encoded><![CDATA[<p>First off, I want to thank all of the students who responded to the Grade Forgiveness Policy survey that I sent out in January. 3,601 undergraduate students responded to the survey–a 19% response rate, which is very large for a survey with no incentives.</p>
<p>The Academic Affairs Committee had recommended in the Restrict Repeat Enrollment in Classes referral that the Academic Senate vote for an increase to the full 24 forgiveness units because, according to the survey, the majority of students were in favor of this increase. However, this was very controversial and produced a lot of debate on the Senate floor. An amendment was proposed to change it back to 16 units, and after much discussion and a secret ballot, the 24 forgiveness units line was voted down by two votes. The referral was passed as amended at the 5/6/09 Academic Senate meeting.</p>
<p>While this was a major disappointment, I did want you to know that many faculty and administration were on the students’ side (remember, we only lost by 2 votes; the administration does not get a vote in the Senate).</p>
<p>I was told, however, that the University is allowed to change this policy again in the future. So there is still a chance that the forgiveness units may be increased, even if it may be far away in the distant future.</p>
<p>Aside from the unit count, the rest of the document was passed. This includes changes to Incompletes, Repeats, and Withdrawal limits. The document can be found at the following website:</p>

<p>Please scroll down to the 3rd referral, “AS-2237-067/AA Restrict Repeat Enrollment in Classes” and click on the report with friendly amendments to see what the other changes to Academic Policy were. All of these stipulations go into effect Fall 2009.</p>
<p>Don’t be discouraged by this result. Without your input and thoughtful comments, the Committee probably would not have recommended the increase, and the vote would not have been as close. Remember to always be vocal about decisions on this campus that affect you, the students. The administration and faculty will appreciate the initiative taken by the students, as well as our passion regarding our education. The reason the University is running is because of us, so let’s have them remember this by being involved in the decision-making process.</p>

May 28th, 2009</p>
<p>(May 27, 2009) –In response to the latest revised budget proposal released by Gov. Schwarzenegger, CSU Chancellor Charles B. Reed said that further cuts would cause lasting damage to the institutions’ ability to serve students.</p>
<p>“Reductions of the magnitude being proposed are unprecedented and unfathomable,” said Reed.  “This will have permanent and devastating consequences on student access to our universities, and to the CSU’s ability to facilitate the state’s economic recovery and future prosperity.”</p>
<p>As part of his May 14 budget proposal, Gov Schwarzenegger included a reduction to the state’s General Fund support for the CSU that brought CSU’s cumulative cuts to $410 million for 2008-09 and 2009-10.  That is the equivalent of a 10 percent overall budget reduction, and a 15 percent reduction in the state’s General Fund support of the university system.  However, the state’s economy has continued to deteriorate with a projected budget shortfall for next fiscal year of $24.3 billion, and the Governor has proposed additional cuts to the CSU budget of as much as $375 million over the 2008-09 and 2009-10 fiscal years.</p>
<p>“We are facing an unprecedented financial crisis that will require us to take many difficult actions,” said Reed.  “We are looking at every available option, but know that they will be painful and severe.  We would urge the legislature to consider how these additional cuts will permanently impact the university system’s ability to provide access to future generations of students.”</p>
<p>Reed has previously announced that he plans to provide an action plan in consultation with the presidents and trustees by the middle of June.</p>
<p>CSU has already taken a number of cost cutting measures including a salary freeze for vice president/chancellor level positions; a hiring freeze on non-essential positions; cancellation of all non-critical equipment and supplies purchases and travel restrictions for employees.  In addition, for the first time in its history, CSU declared systemwide impaction to limit the number of new students entering in fall 2009, due to the state’s inability to fully fund enrollment growth and operational needs.</p>
<p>Overall, the CSU’s budget includes almost $2.7 billion in state General Fund and $1.5 billion in student fee revenue.</p>

<p><strong>Cal Grant Program (total cut $87.2 million)– </strong>The Governors proposal eliminates new awards for the Competitive Cal Grant program ($52.9 million), Freezes income eligibility ($7 million), reduces awards for students attending private institutions from $9, 708 to $8,322 ($11 million), and partially decoupling award levels from UC and CSU fee increases ($16.6 million). <p><strong>Funding for the University of California and for the California State University -</strong> The May revise would reduce both segments by $510 million each in the current year. The proposal states that the amount is anticipated to be offset with State Fiscal Stabilization Fund allocations based on the formulas prescribed in federal law, of which $537 million ($268.5 million each) was allocated in April. <p><strong>Statement from the CSU Chancellor – </strong>The California budget deficit will “…result in a $410 million reduction to the CSU’s budget according to the governor’s May 14 revision of the state budget. These deep cuts will require us to consider drastic actions such as further enrollment reductions, layoffs, additional student fee increases and the potential closure of campuses. Even if the ballot measures pass, the CSU will likely face a $292 million budget reduction for the 2009-10 fiscal year.”</p>
<p><strong>IN THE EVENT THAT PROPOSITIONS 1A, 1B, 1C, 1D AND 1E FAIL ON MAY 19TH, THE GOVERNOR PROPOSES ADDITIONAL CUTS.</strong></p>
<p><strong>Summary of cuts in relation to Higher Education:</strong></p>
<p><strong>$49.9 million –</strong> Eliminate UC and CSU Outreach – This move would eliminate $31.3 million for academic preparation and education programs at UC and 18.6 million for the CSU. 			<content:encoded><![CDATA[<p>The CSU and the UC systems are expected to share some $537 million in stimulus, some $268 million per system.  These funds will partially offset one-time cuts in state higher education funding and are intended to preserve jobs while maintaining vital student services and academic programs.  Chancellor Reed announced that the $268 million in federal funds would support the education of more than 35,000 student at CSU campuses.</p>
<p>The package will fund five targeted higher education programs, 1) Higher Education tax credits, 2) <strong>Increase in Pell Grants</strong>, 3) Competitive grants for scientific research, 4) Increased Federal Work study funding, 5) Teacher quality grants and public healthier service corps training funds.</p>

			<content:encoded><![CDATA[<p>On May 13th, 2009, the CSU Board of Trustees will consider increasing student fees by 10% ($306 per year for undergraduates), which was included as part of the 2009-10 budget adopted by the legislature earlier this year.  ASI Student Government has confirmed that our Student Trustee, Curtis Grima,  the only voting student on the board, will be voting NO and is working to convince the other Trustees to do the same.</p>
<p>The increase would raise full-time academic year fees for undergraduates to $3,354 per year, while teacher credentials students would pay $3,894 per year.  Graduate student fees would rise to $4,134.  CSU undergraduate and graduate fees continue to be among the lowest of all universities across the nation.</p>
<p>Revenues from the fee increase will provide $127 million, with one-third or $42 million set aside for financial aid.</p>
